Your Bay Ridge sewer line: what New York City says
Many Bay Ridge owners are surprised by this. The city's water agency, DEP, states it directly: "Property owners own and are responsible for maintaining and repairing their sewer service line, which connects their property to the City's sewer main in the street."
That means the part under your sidewalk and the street is yours too. Here is what the city's own pages say happens when that line fails.
| Question | What the city says | Source |
|---|---|---|
| Who owns the pipe to the main? | The property owner, including the part under the street | NYC DEP |
| Who has to make repairs? | A licensed master plumber, who also pulls the permits | NYC311 |
| What if DEP finds the backup is in my line? | You are issued a Notice to Repair | NYC DEP |
| How long do I have? | 30 days if it is not an emergency, right away if it is | DEP repair order form |
| What if I do not fix it? | Water service can be shut off, with a $1,000 shut-off fee | DEP repair order form |
| What does a sewer line break cost? | DEP estimates $10,000 to $15,000 to repair one in New York City | NYC DEP |
A camera look costs a small part of that. It tells you whether your line is sound, starting to fail, or already broken, so you can plan instead of react.
Signs your drain or sewer line needs a camera
Slow drains on the lowest floor, a sewer odor in the basement, gurgling toilets and recurring backups are the usual signs of sewer and drain issues. So is a drain that clears, then clogs again within weeks. Each one points to something inside your sewer line that a snake alone will not explain.
In the aging sewer pipes under many Brooklyn homes, those signs usually trace back to something an inspection camera can see. A sewer line camera inspection turns a guess into a plan. It shows whether a cleaning is enough, or whether part of the line needs a plumber and a permit. That is how you get a long-term solution instead of another emergency visit, and how a drainage problem gets fixed right the first time.

Old homes, old sewer pipes: Bay Ridge by the numbers
In the Census area that covers Bay Ridge and Dyker Heights, 16,130 of 19,889 owned homes, or 81%, were built before 1960. That is one of the highest shares among the Brooklyn neighborhoods we serve, and it means much of the local building stock still runs on its first sewer system.
About 60% of households in that area rent. In a building where several homes share one sewer line, a backup hits every unit at once, and the owner is the one the city holds responsible.
Common sewer problems our sewer cameras find in Bay Ridge
The city says tree root trouble here is mostly a private problem. Its 2019 sewer plan notes that root issues "affect private property owners on their internal service lines" more than the city's own pipes. Here is what we most often see on camera.
- Roots that enter at pipe joints and catch everything that passes.
- Grease buildup and wipes caught on rough spots, a common cause of a clogged sewer.
- Cracks, breaks and missing pieces in old clay or cast iron.
- Offsets, where pipe sections have shifted apart.
- Bellies, where the line sags and holds water and waste.
DEP also says the most common cause of sewer backups in the city "is blocked pipes due to the improper disposal of grease, wipes and other items down toilets and sinks." The camera shows whether you are dealing with a clog like that, or damaged sewer pipes.

Buying a house or two-family in Bay Ridge?
The sewer line is part of what you are buying, all the way to the main. A standard home inspection does not see inside it. A home inspector who runs these scans gave this advice for older homes.
"If you're buying a century-old home, it's probably smart to have a sewer scan done."

Book the camera during your inspection window. If it finds a problem, the video, location and depth give you something solid to bring to the seller and to any licensed master plumber you ask for a repair estimate.

Our professional sewer camera inspection is $650 on its own and $325 with any maintenance plan. The Power Secure plan, $1,095 a year, includes one plus four sewer cleanings. You see the price on our site before anyone comes out.
DEP's repair order notes that repairs "may be covered by your property's insurance policy" or by the DEP/AWR Service Line Protection Program if you are enrolled. Check both before a repair starts.

Camera first, then the right drain cleaning tool
The camera decides how we clear a line, without any excavation. Most clogs come out with a snake. When grease coats the walls or a clog sits past a snake's reach, we use the jetter, and only on pipe that can take it. See hydro jetting in Bay Ridge.
